It is accessible before in YouTube, however it is made inaccessible after the Star Ocean Festival 2019 is over (the Star Ocean Program #36 is still accessible). The most probable explanation is that the live performances will be sold later in Japan, on disc, by SQEX Japan, just like the 2018 Festival. Maybe yes, maybe not, but as I am not in Japan anymore and I wanted to watch the show, I deeply regret that I didn’t record the 2018 live performances. Hence, I recorded the 2019 performance (even though I wasn’t been able to record anything except the Sakuraba Motoi and team’s musical performance, I missed the voice drama part). But here it is. Enjoy.

Note that there’s odd sounds/sound artefacts happening, it might be from the source, or the way the stream was captured. I am sorry.
